Barnabas Legacy Children’s Dream Foundation (BLCDF) is a legally registered Ugandan not-for-profit Christian ministry caring for vulnerable, orphaned and disadvantaged children in Katunda Village, Buikwe District, of which Agape Star Christian School sits underneath. 

The Foundation began in 2013 when Pastor Steven Wamala shared his vision with the Katunda Pentecostal Assemblies of God church community. With their support and prayers, he established God’s Vine International, which he and his team led for seven years.

In early 2020, the organisation was formally registered and renamed Barnabas Legacy Children’s Dream Foundation. The team partnered with Australian-based Maree Cutler-Naroba to strengthen and develop its work.

In February 2023, BLCDF and Maree and her husband, Tevita Naroba, opened Agape Star Christian School in Namatovu Village, Buikwe District. The school provides affordable Christian education for children from surrounding rural villages, with families paying a small school and uniform fee. Children directly under the Foundation’s care attend free through the generosity of BLCDF donors.

Led by Pastor Steven, the Foundation’s team serves with faith, compassion and dedication, sharing God’s love and creating opportunities for children to thrive.

Our Leadership

Maree Cutler-Naroba is a qualified teacher and lawyer whose experience includes school leadership, child protection legal training, consulting and writing. Originally from New Zealand, she moved to Australia in 2010 with her Fijian-born husband, Tevita. Based in Kununurra, they work in community development with Aboriginal communities across the East Kimberley. Maree brings a strong commitment to serving others through her faith, skills and experience.

Pastor Steven Wamala is the Foundation’s founder, a qualified mechanical engineer, mathematics and physics teacher, and child protection advocate. A pastor at Katunda Pentecostal Assemblies of God, he also holds youth and missions leadership roles within the church. His third name, Mukisa, means “blessings” and reflects his desire to bless others. Steven is passionate about caring for disadvantaged children and older women, and protecting children from abuse, neglect, violence and trafficking.

The Charity is also governed with an International Board also consisting of Ugandan team members and Parents.

The purpose of BLCDF is to share Christ with the children, and while in the Foundation’s care, to mould them into biblically and academically educated members of our future society and to champion them in the dream God has put in their heart.

Term Dates

There are only three educational terms per year in Uganda.

TERM 1: 2nd February to 1st May 2026
